Key takeaways
- Freelance networks like Toptal or Upwork fit best when you already have someone technical who can manage engineers and write the spec.
- Development agencies fit clear, stable scopes. They build the spec well, but rarely question it.
- Product studios fit MVPs and evolving products: they help decide what to build, then build it, and take on the management a non-technical founder lacks.
- Choose by three questions: who leads the technical work, how stable your scope is, and what you want to spend your own time on.
If you are a founder without an in-house engineering team, you have three common options: hire individual developers through a vetted freelance network like Toptal or Upwork, hire a traditional development agency, or work with a product studio. They can look similar from the outside. They are very different in who does the managing, who owns the product thinking, and what happens when things go wrong.
The short answer: freelance networks are best when you already know exactly what to build and can manage engineers yourself. Agencies are best for well-defined projects with a clear spec. Product studios are best when you need a team that helps decide what to build and then builds it, especially at the MVP stage.
Option 1: A vetted freelance network (Toptal, Upwork and similar)
Toptal is a talent network that screens freelance developers, designers and other specialists and matches them with companies. Upwork is a broader marketplace where you find and vet freelancers yourself. In both cases you hire individuals, and you direct their work.
Where it shines: You get flexible access to specific skills, often quickly. If you have a technical founder or CTO who can write the spec, review code and coordinate several people, a freelance network can be an efficient way to add hands.
Where it struggles: You are the manager. Someone on your side has to break the product into tasks, keep several freelancers aligned, review their work, and keep design, product and engineering connected. For a non-technical founder that is a full-time job you did not plan for. If a freelancer leaves, their context goes with them.
Cost: Pricing depends on the platform, the role and seniority, and it changes over time, so check each platform's current rates directly. Remember to add the cost of your own time spent managing.
Option 2: A traditional development agency
A development agency builds software to a specification. You describe what you want, they estimate it, and a team delivers it, often with a project manager handling coordination.
Where it shines: Projects with a clear, stable scope, like a marketing site, an internal tool or a well-defined feature set. Agencies are good at delivering what was agreed.
Where it struggles: Early products rarely have a stable scope. Many agencies are set up to build the spec, not to question it, so if the spec is wrong you get the wrong product built well. Change requests can get slow and expensive. Some agencies also hand the project to a different team after the sale.
Cost: Wide range. Onshore agencies in the US or UK are usually the most expensive option for an MVP. Offshore agencies cost less but vary a lot in quality.
Option 3: A product studio
A product studio works more like a borrowed product team: engineers, a designer and a product manager who help shape what to build, then build it in short cycles. The studio shares responsibility for the product working, not just for finishing tasks.
Where it shines: Early-stage products where the scope will change as you learn. A studio helps cut the MVP down to what proves the idea, pushes back on features that do not matter, and keeps the product, design and code connected. For a non-technical founder, it fills the role a technical co-founder would.
Where it struggles: A studio is more than you need if you just want two extra developers on an existing team with strong technical leadership. It is also a closer working relationship, so fit matters.
Cost: Usually priced as a fixed-scope MVP or a monthly team. Sprout, for example, has MVPs from $12,000 and embedded squads from $6,000 a month, with the full breakdown on our pricing page.

How to choose
Ask yourself three questions.
- Do you have someone technical who can lead the work? If yes, a freelance network can work well. If no, you need a partner who brings that leadership, which points to a studio.
- How sure are you about the scope? If you have a detailed, stable spec, an agency is a reasonable choice. If you expect to learn and change course, you want a team built for that.
- What do you want to spend your own time on? If the answer is fundraising, customers and hiring, pick the option that asks the least management from you.
Whichever you pick, test the idea before you spend on development. Sprout's Truewick scores a startup idea and benchmarks it against more than 6,000 Y Combinator companies in a few minutes, which is a cheap way to check you are building the right thing.
